Fuligni (1997) reported that on 14 August 1991 the 65 inhabitants of Vellerat proclaimed their independence, and made from their village a free commune. Autonomist and francophone, Vellerat is included in a southern Jura district which preferred to stay inside the germanophone canton of Bern. The free commune edited its own identity documents, and refused to take part in the federal census. Vellerat accepted to go back into the Swiss federation only if Bern accepts that it is transferred to the canton of Jura.
