It is a (proposed?) flag for “Bioceanic Patagonia”,
i.e. all the lands in southern South America
(though I believe that the Pacific side is not Patagonia
but Araucanía). It was “introduced” in a TV programme
and later on given to several (albeit Argentine only)
authorities of the Patagonian region. Not really a
micronation, sort of goodwill flag, but certainly not
the flag of any existing organization.

As said, the Patagonia Bioceánica flag is a kind of unofficial goodwill symbol.
According to the website, the flag symbolizes the union between the Bi-oceanic Patagonia with South Atlantic and Pacific Oceans.
