The municipality of Presidente Castelo Branco (5,395 inhabitants in 2021; 15,573
ha) is located 475 km north-west of Curitiba.
The flag and arms of
Presidente Castelo Branco are prescribed by Municipal Law No. 248 promulgated on
23 November 1984.
Article 6.
The municipal flag of Presidente Castelo
Branco, designed by heraldist and vexillologist Reynaldo Valascki, shall be
divided in three vertical stripes, with three colors: blue, white, and red. In
the center of the rectangle is placed the coat of arms of the municipality.[...]
Symbols. The first vertical, blue rectangle, symbolizes the resources from the
sky in its infinity and all rural properties existing in the territory of the
municipality of Presidente Castelo Branco; the second vertical, white rectangle
symbolizes people's serenity, peace and religious spirit; the third vertical,
red rectangle symbolizes the demands and civic struggles carried out by the
people, who overcame all obstacles so that their town became a municipality on
29 November 1965. Each rectangle that subdivides the municipal flag shall be
equal, thus summing to 20 units in length on 14 units in width. In the
rectangle's center is inserted the coat of arms of the municipality.
§1. In
accordance with the tradition of Portuguese heraldry, from which we inherited
the canons and rules, municipal flags shall be divided in eight, six, four or
three parts, having the same colors as those used in the shield's field and
bearing in the center a geometric figure where the municipal coat of arms is
applied.
§2. The municipal flag of Presidente Castelo Branco obeys this
general rule, being divided in three vertical stripes. The coat of arms of the
municipality placed in the flag's center represents the municipal government.
The rectangle inscribing it symbolizes the town as the seat of the municipality.
The three rectangles of equal size symbolize the irradiation of the municipal
powers that expands to all parts of the territory.
Article 7.
In
compliance with heraldic rules, the municipal flag shall have the official
dimensions prescribed for the national flag, 14 units in width on 20 units in
length.
Article 19.
The coat of arms of the municipality of Presidente
Castelo Branco, designed by heraldist and vexillologist Reynaldo Valascki, is
described in proper terms as follows.
a) The classic Iberian Flemish shield
used to represent the arms of the Municipality of Presidente Castelo Branco, of
French origin and introduced in the Iberian peninsula during the struggle
against the Moors, came to appear in Portuguese armorials, notably in domains'
heraldry. This style was inherited in Brazilian heraldry, as evocative of the
colonizing race and main builder of the nation.
b) The mural crown that
surmounts the shield is the universal symbol of domains' arms; yellow with eight
towers, only five of them visible in perspective view, it classifies a 3rd rank
town, that is, the seat of a municipality. The red openings, due to the meaning
of this heraldic color, are consistent with the attributes of pioneers and
community leaders.
c) In the upper part of the shield's field, the mural
crown or is the symbol of glory, splendor, greatness, wealth, and sovereignty.
Black symbolizes prudence, moderation, austerity and firmness. The yellow crown
symbolizes the municipality's patron saint, Our Lady Mother of God.
e) The
first quarter features in upper right the sun shining on a sugarcane plantation,
one of the municipality's main sources of income, and a cane farmer, the rural
man in his daily work on Presidente Castelo Branco's rich lands, which are 90%
mechanized.
f) The second, right quarter features a terrestrial globe, a book
and beside it a pen, an inkwell, beside it a square and a ruler, under the board
that symbolizes education and culture, which are the greatest resource for the
municipality and all its residents.
g) The third, left quarter features green
meadows and large pastures, resources for the municipality's livestock, to which
all breeds of cattle adapt, especially the Nelore breed. The green leafy and
dark trees and meadows symbolize hope, joy and wealth.
h) The fourth, right
quarter features the municipality's emerging resources, a green blackberry leaf
with a silkworm on top of it, on a dark stripe white cocoons, representing the
brand new resource that provides income to the municipality. The quarter
represents sericiculture. Brown symbolizes the rich lands of the municipal
territory.
i) The shield is supported both on the right and on the left, at
the top of the scroll, by branches of coffee, which is a source of income in the
municipality, above them branches of blackberry, the most recent source of
income for the prosperous and rich municipality of Presidente Castelo Branco.
j) The red scroll, a color symbolizing dedication, patriotic love, audacity,
intrepidity, courage and bravery, is inscribed with the name of the municipality
of Presidente Castelo Branco, flanked by dates "16 March 1954", for the
elevation to the category of district, belonging to the municipality of Nova
Esperança, and "21 December 1964", when Law No. 4,992, established the
municipality named President Castelo Branco, separating from Nova Esperança and
being inaugurated on 29 November 1965.
