I don't know what is written there but the measurements of 110x180
cm made me think maybe a flag is involved too.

The flag of Volkovysk. Light-blue flag. Ratio 1:2 or 110x180
cm with silver wolf. Its symbols were adopted on 12.04.2001.

The flag - blue piece of cloth with the representation of the
wolf from the Coat of Arms in the given dimensions is an official
symbol of the city and the district (rayon) of Volkovysk.

The rayon has 10 Village Councils: Vereykovskiy, Volkovysskiy, Volpovskiy, Gneznovskiy, Izabelinskiy, Krasnosel'skiy, Podorosskiy, Rosskiy, Subochskiy, and Shilovichskiy village council. Volpovskiy (Rural Townsite of Volpa) has only coat of arms, Krasnosel'skiy (Urban Settlement of Krasnosel'skiy) has coat of arms and flag, both adopted on 01.12.2004, and Rosskiy (Urban Settlement of Ross') has only coat of arms from 1410 when it was granted to the village because of the bravery of the local men during the Battle of Grunwald. Other village councils have no official symbols, as far as I know.
