The coat of arms of West Vancouver is: (my blazon)
Argent, a chevron azure between, in chief, 3 martlets and in base, upon waves of the sea, a sailing ship, all of the second.
Although the official district site says "shield of arms in the canton", I have seen the flag, and the canton bears the pattern of the arms, not a shield.
You can see the flags of West Vancouver and North Vancouver on Marine just east of the Lion's Gate. North Vancouver City's coat of arms is similar, with two red mountain lion's heads above the ship, but I'm not sure of the design of their flag.

The West Vancouver Police Department has been granted a heraldic badge and
flag that are recorded in the Public Register at
http://reg.gg.ca/heraldry/pub-reg/project.asp?lang=e&ProjectID=2275. The
Department's flag features the heraldic badge centered on a blue field with
maple leaves and strawberry flowers in the corners of the flag.
