What I believe to be the municipal flag of Ram�n Santana can be seen in a photograph online. The photograph shows a dark blue flag with a coat of arms and a red motto banner hanging outside the Ram�n Santana city hall. Based on what I can make from that photograph, I found a drawing of the municipal coat of arms here.

The municipality of Ram�n Santana lies within the province of San Pedro de Macor�s in the southeastern part of the Dominican Republic. With a 2012 recorded population of about 16,500, Ram�n Santana became a municipality in 1980. The town was originally named Guasa after a nearby river of the same name, but the name was changed in 1899. In 1938, the town was transferred from El Seibo province to San Pedro de Macor�s.
