This is the flag of Union Populaire pour la Libération de la Guadeloupe, created in 1978 by Claude Makouke. The party flag was proposed by the UPLG as national in the second congress of the party in December 1984. Red symbolizes the blood of the nation, of the slaves; the green is nature, and the star is the island being yellow from the sun and being five-pointed across the five continents as a symbol of international solidarity. It was widely used at the Conference of the French colonies of Guadeloupe on April 5-7, 1985.

Guadeloupe is sometimes represented by a banner of the arms of the island's main town, Pointe-à-Pitre. The flag features, on a black or red background a yellow sun and a green sugar cane, and a blue stripe charged with yellow fleurs-de-lis on the top.
The flag appears to be used for touristic purpose only.

The logo of the Departmental council [official website] is used on a white flag. Symbolism of its logo [source: emblemes.free.fr website]:
“A color code symbolic of the natural elements of the archipelago. Blue, for the sea and the sky. Green, for a land rich in relief. Yellow, for the sun giving life to the environment (crops, sea, mild climate...). A graphic design representative of the mission of the General Council. The Community at the service of the population, is expressed by the two profiles standing out in the sky and looking outwards (The future). The General Council is therefore represented in its human identity. The curvature of the coconut tree gives birth to the silhouette of the island, characteristic of the two lands that compose it, resting on two overlapping blue bands: a light blue (the island with beautiful waters), a dark blue (the sea). Integration into the geographical environment is thus expressed.”

Zoltan Horváth, 7 June 2024

Before 2015, French departmental council were named"general councils". The former logo before 2015 had the words "Conseil général".
