The municipality of Pangaio (32,085 inhabitants in 2011; 69,800 ha) was formed in the 2011 local government reform by the merger of the former municipalities of Eleftheres (Ελευθερές, 7,376 inh.), Eleftheroupoli (Ελευθερούπολη, 11,401 inh.), Orfani (Ορφάνι, 5,140 inh.), Pangaio (4,251 inh.), and Peireis (Πιερείς, 5,002 inh.).
