There's seems to be a variant as well, with the Ramsar logo on a dark green
horizontal background, as seen
here.

Probably the flag on picture taken in Switzerland was manufactured based on
Swiss traditions in square form, but Ramsar also uses normal rectangular flags.

I also found a rectangular version of this flag. Please see

After reading the update on this topic, Ramsar, I found that one of the
images
provided shows besides the Ramsar flag, the flag of the tenth meeting of the
Conference of the Parties (COP10), first flag on the left. This leads me to
think that also all meetings have (at least) a logo and some (if not all) have
its respective flag.
So here's the list of meetings or
Conferences in which "every three years, representatives of the governments
of each of the Contracting Parties meet as the Conference of the Contracting
Parties (COP), to agree on a work programme and budgetary arrangements for the
next triennium and consider guidance on a range of ongoing and emerging
environmental issues. Representatives of non-member states, intergovernmental
institutions and non-governmental organizations (NGOs) also participate in these
meetings as non-voting observers" and whenever possible, the respective flag is
mentioned:
