They say a white color is an official town flag.
The town emblem was adopted on Mar 1st 2007 by Notice No 11 but there is no flag law. The white flag has a blue and a light blue two color town emblem in the center. The town emblem is a stylized hiragana ひ Hi of Higashiagatsuma. The upper part symbolizes Agatsuma River running east and west thru the town and the wave does a breath of nature. The blue color stands for a blue sky and a bright future.

Azuma Village / 東村

The flag of the former village of Azuma was white with mark. The village is now, from 2006, part of the town of Higashiagatsuma.

Azuma 東村 means Eastern Village. Now they use the kanji of 東 for Azuma however it seems that the word Azuma originated from a legend of Yamato Takeru legendary prince born in year 72.
He was sent by Emperor to crush the great rebellion in eastern land whose people disobeyed the imperial court and on way back from eastern land he stayed in presently Gunma and commemorated his late  wife. He said "Oh my wife = Azuma haya" in ancient Japanese. Azuma can write as 吾妻 = "my wife" and we can find the municipal name in Nagasaki Prefecture.
