Minato ward says they use only purple flag at their building. They say the
flag color looks different depending on weather, age of flag, material of flag
but they never asked their flag manufacturer to make blue one.

Minato Ward (City), Tokyo, has used a City Promotion Symbol Mark since 2008.
Description from the city's website:
"Based on the "Minato City Promotion Strategy" formulated in May 2008, Minato City is promoting the city promotion of Minato City through the concerted efforts of the entire city government, fostering a sense of unity with diverse entities, including residents, and promoting further collaboration. The "City Promotion Symbol Mark" (hereinafter referred to as the "Symbol Mark") was created. The symbol mark was designed by the City Office.
The design of the Symbol Mark expresses the "enthusiasm" to boldly take on the challenge of realizing the City's urban image and the "desire" to welcome many people. By actively using this information in various aspects of City administration, each and every employee will become a leader in city promotion, and the entire City office will be involved in the promotion of the city.
In addition, we hope that more people will use the symbol mark in order to foster a sense of unity and further cooperation with various entities, such as residents, businesses, and organizations in the City."
