The city emblem was adopted on Apr 1st 2004 by Notice No 106 but there is no
flag law. The white flag has an orange, a blue and a light blue three color city
emblem in the center. The city emblem is a stylized hiragana と To of Tomi. The
orange ellipse stands for the Sun, the blue arc for Chikuma River and the light
blue arc for a refreshed wind. It represents the city with an abundant nature
and an impressive encounter of the people where active people lives.
