The flag of the city of Chita is white with mark.

The city emblem was adopted on Sep 1st 1970 by Notice No 1 but there is no
flag law. The white flag has a blue city emblem in the center. The city emblem
is a stylized hiragana ち Chi of Chita. The upper part depicts a Peng wheeling in
a giant sky in the meanwhile the lower part symbolizes the citizen’s solidarity
and a concord.

The current interest of my mother and these explanations of the Japanese
municipal flags show me how little I really know of Japan. It's no wonder that I
don't know what a Peng is, or how it wheels in a giant sky. I'd be grateful if
anyone could help me out.

In the darkness of the North lives a fish named "Kun", a fish so long its
body may be thousands of miles in length. When the seas begin to move, the fish
named "Kun" transforms into a bird named "Peng", a bird so large its wings may
be thousands of miles wide. When the winds begin to blow, the bird named "Peng"
spreads its wings and takes to the skies, so high it may be thousands of miles
high. Thus the bird named "Peng" journeys through the light to the darkness of
the South.
There are different versions of this story and various interpretations, but most
interpretations include the sense that the Peng's perspective is much wider than
that of the Kun, or of others who do not reach that great height. (A note I've
never seen made, but something I realised just now: The three stages each add a
dimension: the fish Kun is long, the bird Peng is wide, and the flight is high.)
