The city flag has a different symbol than the city emblem, red, representing sun and happpiness and the green representing a happy town, adopted November 1970.

The city emblem was adopted on Apr 15th 1926 and the flag was adopted on Nov 3rd 1970 by Notice No 95. The white flag has a red , a green flag charge in the center which is different from the city emblem with stylized kanji 西 and katakana ヤ Ya. The flag charge is a stylized hiragana に Ni of Nishinomiya. The red color stands for a bright sun and a happiness, the green color for the city surrounded by a green nature of East Rokko. As a whole, it represents an educational residential city. The flag proportion is 7:10.

Most of Japanese municipalities use their emblem in the municipal flag however 13 municipalities don't use the emblem but specially designed charge in the flag.
The city emblem was adopted in Apr 1926. The city emblem is a stylized old style kanji 西 Nishi surrounded by three (Mi) stylized katakana ヤYa.
