The notice defining the emblem (dated 1 January 2006) is at

The emblem is is made up of three green horizontal strokes below a blue portion
of a circle outline a white space in the shape of a moutain.
The three lines are the kanji 三 (三 /mi/ three) of the name Mitoya, and stand for
abundance, and the sea, moutain and fields, and also are an image of the city
having even more stability and development through the citizens all mutuallly
making the most of their personalities and potential. The upper circle stands
for the harmony of the citizens and the white void is a mountain, to hide a
beautiful town in a rich environment.
The blue is DIC 183 (CMY 70-30-0) and the green DIC 572 (CMY 75-0-85).

The city emblem was adopted on Jan 1st 2006 by Notice No 117 but
there is no flag law.
The white flag has a blue and a green city emblem in the center.
The city emblem is a stylized kanji 三 Mi of Mitoyo. Three lines symbolize a richness,the sea,the mountains and the rural site,
the upper circle does a reconciliation of the citizen, the inside part does the mountains surrouding a beautiful city.
It represents an image of the city which steadily develops using each personality
and the capability of the people.
