The city emblem was adopted on Jul 13th 1955 but there is no flag law. The blue flag has a white city emblem in the center. The city emblem is four stylized hiragana く Ku. There is a treasure weight in the center symbolizing the prosperity of the city and the wings represent an exponential development.
