The Security and Intelligence Service (Serviciul de Informaţii şi Securitate
- SIS) was established by Law No. 676 adopted on 16 November 1999, succeeding
the Ministry of National Security, which had been created by Presidential Decree
No. 196 signed on 9 September 1991, which also abolished the former State
Security Committee of the Republic of Moldova.
The tasks and responsibilities
of the SIS were established by Law No. 753 adopted on 23 December 1993.

The flag and arms of the SIS are prescribed by Presidential Decree No. 923
issued on 20 December 2013 and published on 27 December 2013 in the official
gazette No. 304-310, Article 844.
The flag is composed of a rectangular
cloth (2:3), blue, charged in the center with the emblem of the SIS (an
eight-rayed yellow star with two elongated vertical rays, charged in the center
with the lesser coat of arms of the Republic of Moldova: horizontally divided
red-blue charged with an auroch's head, surrounded between the horns by an
eight-pointed star, dexter by a rose and sinister by a contourned crescent, all
in yellow).
Blue, of the same shade as on the state flag of the Republic
of Moldova, is the traditional color of the SIS, It conveys attachment to
tradition and principle of continuity in defending the interests of the state
and citizens, human openness and remains a key to useful activity in accordance
with the principles of civil society. In heraldry, blue is a symbol of fidelity
and perseverance; it is associated with the color of the sky, with the idea of
peace and of belonging to the European civilization.
The eight-rayed star is
of specific shape. The two elongated rays represent intelligence and
counter-intelligence as the main directions of activity of the service. Gold
represents the brilliance, excellence and high professionalism of the staff of
the service.
The lesser coat of arms of Moldova means the belonging of the
service to the system of public authorities of national level.

The Decree was amended by Presidential Decree
No. 1,608 issued on 16 June 2020 and published on 19 June 2020 in the official
gazette No. 149-151, Article 274.
The blue color is specified as Pantone 293
C, CMYK 97 81 0 0, and RGB 0 70 174.

Decree

The former symbols of the SIS were prescribed by
Decision No. 453 issued by the Parliament on 30 July 2001; this Decree was
abrogated by Decision No. 225 issued on 27 June 2013 and published on 11
October 2013 in the official gazette, No. 222-227, Article 661.
