Jinotega is the capital of Jinotega Department in the north central region of Nicaragua. Information about the city at wikipedia.

According to the description, the flag proportion is 3:5 and the image on the site is not accurate.

Translated from this site: "The inner [stripe] is red vermilion and symbolizes the fully ripe coffee, coffee being the main crop and the main factor of development of agriculture. Red also symbolizes the vigor and valor of Jinotega's sons when defending its territory. Dimensions: 0.50 m in width x 0.90 m in length.
The central [stripe] is zinc white and symbolizes the inhabitants' aspiration to peace. Dimensions: 0.50 m in width x 0.90 m in length. The outer [stripe] is emerald green andsymbolizes the production and abundance of natural resources. Dimensions: 0.50 m in width x 0.90 m in length."
