It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of blue and white.

Shield Argent, an impending castle Sable with two embattled towers all masoned Or, in dexter chief an inescutcheon Azure charged with 11 plates ordered 3:2:3:2:1, in sinister chief a cross patty Gules charged with a Greek cross Argent, issuant from base a mount Vert. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "MARIALVA".
Meaning:
The inescutcheon is a royal symbol, introduced by King Dom Sancho I, as to be seen e.g. on the Portuguese flag of 1185. The cross is referring to the Order of the Knights of Christ .
