It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field. Above the arms is an embowed inscription in black initials "JUNTA DA FREGUESIA".

Shield Argent, a stone oak Vert trunked Sable, flanked in chief by two crosses fleury fitchy Gules. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials "VILA DE GARVÂO"
Meaning:
Both "sword crosses" refer to the Order of Santiago. Nearly the same arms, with the crosses being Purpure and voided or, if you prefer, charged with a Greek cross Argent, are already displayed in Ignacio de Vilhena Barbosa: "As Cidades e Villas da Monarchia portugueza que teem brasão d'armas", vol.1, p. 183, Lisboa 1860.
Garvão, which had in the Middle Ages the biggest market South of River Tejo, had already a coat of arms carved in stone since the times, in which it had been a municipality (1267 - 1836) and consisted of two communes: Garvão proper and Santa Luzia. Both communes form a united commune since 2013.

Santa Luzia Commune was one of the pre-2013 communes of Ourique Municipality (q.v.); it had 352 inhabitants in 2011 and covered 34.9 km².
