The symbols of Moraske Toplice are precribed by Decision Odlok o grbu in zastavi Občine Moravske Toplice, adopted on 29 November 2016 and published on 5 December 2016 in the Slovene official gazette Uradni list Republike Slovenije, No. 78 (text).
The flag is divided white-light blue, in respective proportions 7:5 for the horizontal version and 11:9 for the vertical version. The municipal coat of arms is centered, its lower part fimbirated white for the sake of differentiation from the blue stripe.
The coat of arms is indeed set somewhat upwards from the centre, so that the edges of the green mount match the top of the blue stripe.
While the flag is described in the Decision to have equally wide stripes, the diagrams attached to the Decision show stripes of unequal size - different for the horizontal and the vertical design.
The municipality organized a public contest, issued on 24 November 2015 in the municipal website and on 4 December 2016 in the municipal magazine Lipnica, No. 141.
A five-membered commission selected the winning design and two runners up
among 24 submitted proposals. Only the winning design was published, while councillers were allowed to look at the other designs in the municipal archives (Lipnica, No. 142, 23 December 2016.
The winning design was presented to the Councilors dring the 13th session of the Municipal Council, held onon 28 June 2016. The design was tentatively supported by the Councillers, who raised several questions and objections, sent to the designer to fix them.
The fixed design was discussed during the 16th session of the Municipal Council, held on 29 November 2016. The explanation of the symbols in the Decision was slightly amended to hihlight the objected "missing" symbolic in the design. For instance, it was objected that the design represents not the hilly part of the municipality, only the lowlands around the capital; the amended text explicitely mentioned in the blazon that the green mount stands for the hilly areas. The colours were slightly amended and a white fimbriation was added around the coat of arms.
The Decision was eventually approved with a 10:2 majority.

The coat of arms is a white shield edged silver (grey) with a light blue stylized fountain pouring up from a green mound.

According to Stanič & Jakopič [j2s05], the unofficial flag of Moravske Toplice was vertical, white with the municipal emblem in its lower part above the name of the municipality and bordered along the bottom edge with a green stripe gradually lightening into the white field.
The emblem was explained in the municipal website by its designer, Staša Pilar, as follows:
The emblem I put in the middle of the coat of arms is composed of a horizontal line, representing the plains of Prekmurje, being part of the municipality. This base is upgraded with two hills, representing the hilly part of the municipality, and at the same time getting closer to the already known symbol of Moravske Toplice, being the center of the municipality and after which the municipality is best known. The emblem is divided into two by a church belfry, as a metaphore uniting the ecclesiastic characteristics of the municipality (Martjanci, Bogojina, Moravci, Selo).
The green colour, dominant in the emblem, is soothing, healing and inspiring. It is neither affective nor emative. In social sense, it is the colour of the middle class, the colour of the silent majority. In nature, it means birth of a new life. With the addition of yellow it gets freshness and with a pinch of blue it becomes rational and Pannonic dolorous. The red colour as accent acquires vivacity, energy and tourist motionness of the municipality.
