city provided an image that is 3:4.

The image I received from the city looks different from the actual flag (seen
on TV) and was revised for the city's 150th anniversary by shading the bear,
changing the bar colors, and moving the stars. I also saw the flag at Lee
Herold's store in Rochester MN.
