The City of Red Wing has informed me that it does not have a flag.

I received information about and a photograph of the city’s flag after sending
an email to Administrative Services Director Laura Blair Johnson.
In
response to a request to the city council from the League of Minnesota Cities to
bring a flag to the annual conference in 1990, a flag design contest was
conducted by the Red Wing Arts Association. Of the 40 entries, approximately 25%
were from children. The winning flag, designed by Larry Veeder, was adopted by
the city council in April 1992.
