Zumbrota has a city flag. At first I could only tell that it seems to be black/blue with inscription of the city's name and other devices in white. It can be seen folded (the left flag) here and here. However, I located the city logo at www.zumbrota.com/images/New_City_of_Zumbrota_logo.gif and now things make sense. The flag is a rectangle version of the logo and it is green/blue.

The city's flag can be partially seen in this March 2017 photograph from the
Facebook page of the Goodhue County Social and Water Conservation District. (https://scontent-lax3-2.xx.fbcdn.net/). This flag is clearly based on the city's old logo (https://scontent-lax3-1.xx.fbcdn.net/), which was apparently replaced by this one in November 2018 (https://scontent-lax3-2.xx.fbcdn.net).
The image above is my guess of what the full flag looks like.
