Bodalla, in the NSW south coast between Moruya and Narooma, was based on dairy farming and industry starting in 1860, best known for Bodalla Cheese. The (no longing working) cheese factory featured one of "big thing" tourist attractions - the Big Cheese.

The flag pictured is described as "the original Bodalla flag" in that article, as was the flag use at sesquicentenary celebrations in 2010

The flag features the badge from the state flag in rectangular form as a canton, with a blue field and a large yellow phoenix rising from red flames above a torse in the fly. I'm not sure of the origin of this symbol [looks like it could be the crest of some arms], but it also appears at the top of the emblem on the Big Cheese itself.

I haven't found any sign that Eurobodalla has a shire flag. The council flies the national, state and Aboriginal flags outside their chambers at Moruya. (discussed in Council minutes in 2000 http://www.esc.nsw.gov.au/site/Publications/AgendaMinutes/2000/CR000627.pdf, personally observed in 2009, 2011.)
