Potosí’s flag is based on a pennant of the Vicunas, a factional
group in the 16th century in the war between the Spanish and Basques.

The flag of Potosí shows in some sources to be a “scandinavian
quarterly”, i.e., with the vertical division off centered to the
hoist. Is this so?

No scandinavian quarterly: the effect in the image is due to be a waved
flag. The flag is divised in four equal rectangular parts.

flag webstore offers a Potosi flag which is clearly offset to the
right. Too bad the edge (and hoist) are not visible
