Assymetrical quarterly?

The flag of Potosí shows in some sources to be a “scandinavian quarterly”, i.e., with the vertical division off centered to the hoist. Is this so?

No scandinavian quarterly: the effect in the image is due to be a waved flag. The flag is divised in four equal rectangular parts.

However, the BoliviaMail flag webstore offers a Potosi flag which is clearly offset to the right. Too bad the edge (and hoist) are not visible (Large image, not clearer).
