In Canada, fisheries enforcement is the responsibility of Conservation and
Protection, Fisheries and Oceans Canada. It works closely with, but is not part
of, the Canadian Coast Guard, which is also under Fisheries and Oceans Canada.
The Fisheries Act of 1985 designates three types of officials responsible
for fisheries enforcement: fishery officers, who are peace officers employed by
Fisheries and Oceans Canada; fishery guardians, who are peace officers but not
employed by Fisheries and Oceans Canada; and fishing inspectors, who are not
peace officers but employed by Fisheries and Oceans Canada.
As for flags,
Section 42 of Fishery (General) Regulations of 1993 (https://laws-lois.justice.gc.ca/eng/regulations/SOR-93-53/page-3.html)
specifies the pennants to be flown by these officials:
(1) The flying of
a fisheries patrol-boat pennant on a vessel identifies that vessel as a vessel
with a fishery officer or fishery guardian on board.
(2) The flying of an
inspection pennant on a vessel identifies that vessel as a vessel with an
inspector on board.

According to Schedule II / Annexe II of Fishery (General) Regulations of 1993
(https://laws-lois.justice.gc.ca/eng/regulations/SOR-93-53/page-7.html),
the Fisheries Patrol-Boat Pennant has the proportions of 8:15 (specifically, an
isosceles triangle, proportions 8:16, with the fly 1/16 cut off); the red
(scarlet) hoist being 6/15 the actual length, with a white maple leaf at its
centre; the white fly is charged with a badge in full colours. The size of the
maple leaf, as well as the size and position of the badge, are not precisely
defined.
Granted to Fisheries Management, Department of Fisheries and
Oceans, by the Canadian Heraldic Authority on December 15, 2008 (Vol. V, p.
395), and the announcement of the letters patent was made on December 12, 2009
in Volume 143, page 3680 of the Canada Gazette (https://www.gg.ca/en/heraldry/public-register/project/1890).
