From www.alcaldianeiva.gov.co: "Mediante Decreto 210 del 6 de diciembre de 1967, se adopta la bandera de la ciudad de Neiva, siendo Alcalde el Doctor JAIME CERQUERA SALAZAR conformada por bandas de tres colores igual ancho y longitud convencional que simbolizan las tres fundaciones a a saber:
La primera banda o superior será de color rojo que significa el valor, arrojo y amor a la libertad del pueblo huilense.
La segunda banda o central será de color verde como homenaje al hombre, al trabajo, al esfuerzo creador en las letras, las artes y la cultura de la tierra, como símbolo de esperanza.
La tercera banda o inferior será de color amarillo que expresa la nobleza, hidalguía y espiritualidad del Neivano así como la riqueza mineral de su territorio."

It is a ~2:3 horizontal tricolor of red, dark green, and golden yellow; over all, overlapping the stripes from the lower hoist to the upper fly, a black quiver arrow (or throw spear?), slightly stylized, pointing to the upper fly. The official description quoted by Dov doesn�t mention the conspicuous black arrow depicted on the flag.
