According to https://www.misantaclara.gob.cu/nuestra-region/region-cizq/simbolos-municipales/171-bandera:
On 11 November 1953, the municipal council approved a motion by Joaquín Montenegro Vázquez declaring the official use of a municipal flag, a product of the heraldic studies of Luis Torriente Bécquer. The flag was presented on 28 January 1954 for the birthday of José Martí, ending the activities for the centenary of his birth. The first flag was made by Mrs. Eulalia Morales Cárdenas and the shield was the work of Evaristo Cancio López. Currently, the flag uses a more modernized version of the coat of arms. The original flag's coat of arms is known to cover four-sixths of the total height of the flag. Clearly, the background colors are inspired from those of the national flag
