This is the flag of Brno according to the description of Jiři Martinek,
who wrote 26 Jan 2000:
"BRNO - horizontal white-red-white-red."
Brno is the second largest city in the Czech Republic with 385.000
inhabitants (1998). It was founded in the 10th century and became an Austrian
free city in 1243. In various wars besieged or occupied by Swedes (1645),
Prussians (1742 and 1866), French (1805 and 1809); before World War I capital
of Austrian crownland of Moravia.

Flag of Brno: BANNER OF ARMS (ratio unknown to me. I only saw it flying
on the Brno City Hall and it is neither square nor 1:2. So it is 2:3 or
3:5, I think). Stripes: 1:2:2:2.

That's not the Austrian arms (gules a fess argent) but the Brno city
arms (barry of four argent and gules) on the breast of the eagle on the
flag. They are the Colours of the Brno Citizens' Sharpshooters Corps, granted
June 1993
