From Ralf Hartemink's International Civic Arms website:
"The arms were granted on 12June 1974. The arms combine the symbols of the old arms of Neuburg, with the bear's head taken from the arms of the city (not the county) of Schrobenhausen.

The coat of arms was approved on June 21, 1965. The arms show in the chief the two main rivers in the district, the Donau [Danube] and the Lech, represented by blue bars wavy. The lower part shows the Palatine lion. From the 13th century onwards the Palatine Counts acquired more and more areas in the county, which finally resulted in the formation of the Principality of Pfalz-Neuburg.

The coat of arms was approved 17 April 1963. The arms combine the lozenges of the arms of Bavaria with symbols for the agriculture and the little Paar river, that runs through the county, symbolized by a silver pallet wavy. The county was among the oldest possessions of the Wittelsbach kin, Dukes and Kings of Bavaria.
