The Dictator is a 2012 US movie starring Sasha Baron Cohen. It tells the story of the dictator of the country of Wadiya, who comes to New York to address the UN but apparently gets stranded on the street after an attempted coup (the trailer isn't really clear).

The flag of the Republic of Wadiya is a horizontally striped green-orange-green triband with white Arabic-like writing and one green star on the central band. The script in the centre clearly imitates the style of the script on the Iraqi flag.
A small representation of the flag can be seen behind the dictator in this portrait.

Fictional flag similar to the flag of Iraq
From a map shown early in the film, Wadiya occupies about the location that Eritrea is in,
in the real world, on the African coast of the Red Sea. Presumably the text on the flag is in "Wadiyan",
the fictional language spoken in the fictional country.

The tee design is different from the flag in missing a squiggle in the lettering, on the wearer's left side.
