Description

Rahat is situated in the North Negev, just north of Be'er Sheva. Established in 1972 and has 28,000 inh, all of them settled bedouins. Rahat in Arabic means group of people living together. The unofficial flag is white with the emblem. Sources: letter from city clerk Mr. Ali Abu-el'Hasan, 28 August 2001.
The municipal emblem was published in the official gazette (Rashumot, Yalkut HaPirsumim), YP 4424, 4 July 1996 and replaced the Local Council Rahat emblem which had been published in YP 2831, 1 July 1982.

I visited Rahat. The report from the municipality was correct and the flag is indeed a natural colors on white, but there is also simplified variant with all-black emblem.

Rahat is the second Bedouin town in the Negev, and by correcting planing and attitude mistakes that were made in building the first one (Tel Sheva), it was more successful and the first Bedouin municipality in Israel.
Rahat, was established un 1972 and became municipality in 1994. Pop: 35,200 (2003), all Bedouins.

The photo of this flag does not show the flag too clearly. As the event pertains to the dedication of the "Rahat Cultural Center", I'm guessing that is what the flag pertains to.
