The coat of arms was designed by the architect Humberto Murillo Lozano, approved at a session of the council on 19 June 1990. Description according to Héraldica Municipal de Chihuahua:
The field of this shield is of Spanish form, it is split and cut forming four quarters whose blazons are: The nude hand of Christ crossed with the hand of a Franciscan, in remembrance of the evangelizers of the region that were the Franciscans, the second quarter it is occupied by a northern revolutionary in remembrance of the men of this municipality that were the first to add themselves to the revolution in 1910, the Temple of San Andrés represents the Catholic religion, three mountains represent the regions of Sainapuchi and the Cañon del Maíz [canyon of corn lit.] with great future touristic potential, the arches of the Municipal Presidency remember this building that Villa occupied various times, the year of 1696 corresponds to the foundation of San Andrés del Osagarique which was the original name of this population, its motto is: "Revolución, Lealtad y Trabajo" [Revolution, Loyalty and Work]. The shield is complemented with branches of alligator juniper that in the manner of a wreath encircle by the lower part of the shield.
At the top of the bordure are the words "RIVA PALACIO CHIHUAHUA". To the left is the code 08 for the state of Chihuahua and 54 to the right for the municipality;
primarily used by INEGI for statistical purposes. To the sides of these codes are pine trees.
