It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of red and white.

Shield Argent over a base wavy of Azure and Argent, two olive trees eradicated Vert, in central chief a royal coronet Gules. Mural crown Argent with four visible towers (town rank) and white scroll reading "SANTA MARIA DOS OLIVAIS - LISBOA" in black upper case letters.
Meaning:
The olive trees are canting elements. The coronet is referring to the old arms, on which three crowned royals had been depicted

Shield parted per pale, at dexter the Royal Portuguese Arms; at sinister parted per fess, above three royals. Beneath two olive trees eradicated in fess.
Meaning:
The royals are Dom Dinis, his son Dom Afonso and his wife Queen St. Isabel. As the arms are painted onto a blue tile, there is no information given about the colour

Indeed, this is explained in some detail on pp.77-78 of an article by Metelo de Seixas I wont go on about this too much as these arms were not used on flags in any form — this coat of arms is however a remote precursor of the current communal arms (and thus also of the flag) of Olivais, in Lisboa Municipality, and also of the municipal arms of Loures, which are coarsely the territorial heirs of this former municipality.
It should be noted that this tile panel is not particularly ancient, as it represents a coat of arms granted in 1860; on photo located by Klaus-Michael Schneider shows an even more modern copy (see dedication: A.C.D.O. was created in 1990). In spite of having its own communal arms, bigwigs at the Olivais communal government like to adorn their events with thistile panel printed on cardboard or canvas.

Presentation of Olivais

Santa Maria dos Olivais was one of the 53 pre-2012 communes of Lisboa Municipality. It had 33 788 inhabitants in 2011 and covered 8,09 km². Located in the northeast of Lisboa it had been the largest commune ordered by surface before the 2012-reorganisation. A grand part was, and is, covered by Lisboa Airport. In 2012 it had to cede about one quarter of its territory to the newly created Parque das Nações Commune and was renamed to Olivais.
