It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field with blue bordure and an embowed blue inscription above the arms "JUNTA DE FREGUESIA".

Shield Or, base Azure with black waves, issuant from base St. Christopher dressed Azure with red cloak and black baton, carrying Jesus baby child on his right shoulder. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "S. CRISTOVÃO".
Meaning:
According to the old name the arms are canting. Please note that source displays arms with silver background, but the flag photo shows a golden background.
