It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

The arms are Gules a seven-light candlestick Or, having seven arms,garnished Sable between two pallets wavy Azure fimbriated Argent, in chief fesswise a weaver's shuttle Or furnished with filaments Azure. Mural crown Argent with three visible towers (village rank) and white scroll (Bénard Guedes style) reading "CARÇÃO" in black upper case letters.
Meaning:
The candlestick might refer to a local historical community of crypto Jews (though these were mostly concentrated to the south of Vimioso)
I just re-checked < http://pt.wikipedia.org/wiki/Car%C3%A7%C3%A3o >, and thereon it says that many inhabitants descend from ""new chistians" (Jews and Muslims converted to Christianity in 1497), probably (I add) refugees from the Spanish expulsion of 1492. So, it is very likely that the candlestick on this flag is a menorah. Read more about the subject here, here and here
What should have been made clear, since "candlestick" and "candelabrum" are interchangeable given the correct qualification. The only slight qualification I might have on the use of "candelabrum" in this instance is that (at least by implication) a "candelabrum" is a decorative object, whilst a "candlestick" is (again by implication) more utilitarian, so if the object in question is meant to represent a "menorah" then perhaps the latter could be more appropriate.
