The borough flag of Ebensburg was adopted in 1994 during in a flag contest in which 4 people had entered the contest, according to an email the borough sent to me.
The flag is a green field with a double border of yellow and red. In the center is a yellow simplified outline of the Ebensburg's municipal borders. At the top of the map is the unofficial motto, which reads: "HERITAGE, PRIDE, GROWTH". Under the motto is a Welsh Dragon. This represents how Ebensburg was founded by a group of Welsh migrants who originated in Philadelphia. The map is overlaid on an off-white St. Georges cross.

One photo appears to use a printed flag variant, also from the borough's
website:

It appears that Ebensburg may use two different versions of the flag. The flag
in the city hall is the official, while this one at Kimball Park is a variant.
Here is my redrawing of the flag within the city hall and the font change for
the flag variant outside the city hall.
