The city of Oak Ridge has informed me it has no flag.

The seal depicts a mountainous scene with rays of the sun shining over the ridge. At the bottom of the mountains is a black atom, which represents the city's strong involvement in the Manhattan Project, which created the first atomic bomb. Behind the atom is a golden banner with the establishment year of 1942, and incorporation year of 1959 inscribed on it. Underneath is an oak leaf wreath, the oak leaves of partially what the city is named after, the other being the from the ridges of the Appalachians.
