"Highland Park is a town in central Dallas County, Texas, United States. The population was 8,842 at the 2000 census." - from Wikipedia: en.wikipedia.org/wiki/Highland_Park,_Texas.

"Highland Park's Town flag was approved in 2010. Highland Park Mayor Pro Tem Gail Madden spearheaded the design project. The flag, designed by Betsy Gray, bears a blue quarterfoil on a white field.
