Overview

A convention of states, dubbed COS, is a convention called by the state legislatures for the purpose of proposing amendments to the Constitution. Hence it is known as "(a) convention to propose amendments to the United States Constitution", as well as "Article V Convention" and even referred to as "amendatory convention". They are given power to do this under Article V of the Constitution which states: "The Congress, whenever two thirds of both shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate".

 It is not a constitutional convention. It cannot throw out the Constitution because its authority is derived from the Constitution. Thirty-three amendments to the United States Constitution have been approved by Congress and sent to the states for ratification. Twenty-seven of these amendments have been ratified and are now part of the Constitution. As of 2021, the amendment convention process has never been used for proposing a constitutional amendment at the federal level. At the state level, more than 230 constitutional conventions have assembled in the United States.

The flag is the logo occupying the whole space on a white horizontal background. The logo features red (Pantone 186 C ; RGB 200 16 46 ; CMYK 2 100 85 6 ) and blue (Pantone 7461 C; RGB 0 125 186; CMYK 98 24 1 3), with the font types being Azo Sans Bold, Interstate Condensed and Brandon Grotesque.
