I found a photo showing the gray flag of the U.S. Marshals Service, which is part of the Dept. of Justice. The flag appears behind the women holding the plaque. I can see the U.S. flag and Unknown flag, the USMS flag, and the Justice

www.mainjustice.com/2010/05/12/u-s-marshals-service-director-john-clark-q-a at the top of the article is a photo of former director John Clark in May 2010, next to him is the US flag, then there is another flag, which does NOT look like the Dept of Justice flag, it is blue with what looks like the US Marshals Service seal, so this flag is on blue, not gray. I can't tell if it is the Flag of the Director of the USMS or a flag of the USMS itself.

A few months ago I found a blue flag. I don't know which one is right (but he blue might be the directors flag?) The blue seems to show up more now:
