In the site of the Vanuatu Customs & Inland Revenue Department (http://customsinlandrevenue.gov.vu/home)
you can download the "Bill for the Customs Act no. of 2012". It's only a draft,
but in the Article 13 of the Part 2 (Administration) it describes the flag of
the Department: "The Customs flag is the Vanuatu flag with the addition in the
fly of the Customs and Inland Revenue logo".

I found this flag at the website of Vanuatu Customs in a newsletter from
2012. The Customs flag is the Vanuatu flag with the addition in the fly of the
Customs and Inland Revenue patch. The patch of the Department of Customs and
Inland Revenue (French: Service des Douanes et des Contributions Indirectes) is
a yellow-black mask at light blue shield (with a dark blue border). Behind the
mask is a black fringed yellow horizontal stripes. Above the mask are the
English inscription "VANUATU" and "Customs & Inland Revenue", below the mask the
French inscription "Services des Douanes et des Droits". Yellow letters at black
bands. In the attachment is my reconstruction.

The Customs Act 2013 prescribes a Customs flag at Section 12, 'Customs flag'.
'The Customs flag is the Vanuatu flag with the addition in the fly of the
Departments logo.'
