The ratio is 50:66. It is a celestial blue flag with a white inset border. In the centre of the flag is an upright white anchor with yellow bar, yellow ring and yellow rope crossed by a horizontal brownish stick with a red Phrygian cap stuck on its hoist end. The whole is superimposed by the sun of May.
