The sources below confirm that the emblems of all three services (Police, Fire and Emergency Service)appear
on their flags, which are consistent with each other. In respect of the Northern Territory Police and the
Northern Territory Emergency Services, these both feature the St
Edward's Crown. However, note that the official sources prefer to state
that the crown is a "Commonwealth" symbol, rather than, say, the symbol
of The Queen of Australia as the head of state of Australia.

their Annual Report of 2005, p.107, only the fly portion with the service badge is visible.
