Lupant 1993, pp. 43 and 44, shows and describes the police flag of Brunei. A blue flag, ratio 1:2, with police badge (shown at the Brunei Police website) in the middle, the badge consisting of the national coat of arms (emblem) in red with black inscriptions as opposed to the otherwise usual yellow within a white wreath [made up of "99 stalks of paddi indicating peace and security", according to the official website], below it a scroll inscribed in Latin script Polis Diraja Brunei [Royal Brunei Police]. This flag is reported in use in 1987, and is probably few years older.
Lupant 1993 mentions another flag, quoting some Mr. Fachinger, which he deems is possibly used before the independence (1984). The flag is described light blue with a badge and inscriptions in red. The badge has the coat-of-arms in the middle surrounded by an Arabic inscription (which was unreadable in the source). Above and below in arches are the inscriptions "Brunei: State" and "Police Force" (where 'i:' is an 'i' with two dots on top).

The correction no. 1 to Album des Pavillons 2000, page BR 2.1, (...) shows a police ensign as a new item. Blue field with an emblem in the middle. The emblem is the national coat of arms surrounded with two white branches, lying on a white scroll with 'POLIS DIRAJA BRUNEI' in blue.

There is a postal service cover from 1971 that shows this exact flag in use with the same badge.
