Bigger cities in Brazil have further administrative-territorial divisions within the municipal limits. The Municipality of Rio de Janeiro has 33 Administrative Regions (those entities have no flags, yet), which are further subdivided into smaller units called bairros. The city has 160 bairros. I some flags for them, and I will present them by administrative regions.
All flags are checked in the Brazilian symbols database mbi.com.br, but
images can't be reused as they are protected with watermark. Many images are
from Wikipedia, municipal websites/facebook or from geografia blogspot:

The "Brazilian symbol database" is a commercial site accumulating unsourced
images (on most pages is written that the origin of the information is unknown).
From my past experience with Brazilian flags, all images have to be checked
against photos of flags in real use - even graphics displayed on municipal pages
may significantly differ from real flags.
