The municipality of Três Passos (24,640 inhabitants in 2016; 26,840 ha)
Três Passos originates in the establishment in 1879 of the Military Colony
of Alto Uruguai, aimed at watching the Argentine threat over this very remote
part of the Brazilian Empire. In 1882, a vanguard post was established 35 km of
the seat of the colony to watch Picada Geral, the road than connected Alto
Uruguai to Palmeira das Missões. The place was selected because of the presence
of three streams supplying freshwater to men and animals. The travelers who
stopped there called the place "pouso dos três passos" (Three Pitches' Resting
Place).
The municipality of Três Passos was established by Decree Law No. 716
promulgated on 28 December 1944.

The flag of Três Passos is prescribed by Municipal Law No. 3,113 promulgated
on 14 November 1994.
Article 1.
The official dimensions of the flag of
Três Passos shall be 1.29 m on 0.90 m.
Article 2
The official flag of
the municipality of Três Passos shall be diagonally divided, the upper part,
white, symbolizing peace, and the lower part, yellow, symbolizing ipê as the
symbol-tree of the municipality.
On the left of the white part shall be
placed the coat of arms prescribed by Municipal Law No. 2,064 promulgated in
1969.
