Based on:
http://www.reitoria.uri.br/~vivencias/Numero_004/historico_da_URI/historico_da_uri.htm
Horizontally divided: upper half vertically divided (perhaps 3:4:3?)
blue-white-blue with a logo on the white area using an outline map of Rio Grande
do Sul and outline profile of three heads behind each other facing the hoist;
lower half all white, with the letters URI written in blue.

The university has changed its emblem since then, so this flag is obsolete.
