The Ensign of the Governor of Ceará State was established by the State Decree 28.366 of 30 August 2006, The full text is reproduced below:

"THE GOVERNOR OF THE STATE OF CEARÁ, using the powers conferred on him by art.88, clauses II, IV and VI, of the State Constitution, and
CONSIDERING the desirability of instituting a flag-ensign as a distinctive sign of the noble office of Governor of the State of Ceará;
CONSIDERING the historical and cultural importance of the revolutionary movement of the Confederation of the Equator, which took place in northeastern Brazil in 1825, involving the Provinces of Pernambuco, Ceará, Rio Grande do Norte, and Paraíba, in which notable Cearense men and women took a distinguished and heroic part, spreading and defending republican ideals of equality, liberty, and emancipation, the sacrifice of their own lives and liberties;

DECREES
Art. 1. The flag-ensign of the Governor of the State of Ceará is hereby instituted as a distinctive sign of the noble office of Governor of the State of Ceará.
Art. 2. The standard to which art. 1 refers is represented by the flag of the Confederation of the Equator, the characteristics of which are as follows: flag of rectangular format and sky blue color, with a yellow square on the center, having thereon an inner circle of starry blue, around which, within the outer and inner edges of the circle, on an area with a white background, the mottoes Religião [Religion] (on the left side), Independência [Independence] (on the upper part), União [Union] (on the right side) and Liberty (on the lower part), these words being separated by four small red rectangles which touch only the inner edge of the circle but not the outer edge; on the starry blue circle, a prominent red Cross of the Trinity [Latin cross bottony] surmounting a white strip in the longitudinal direction [sic: lengthwise?] that divides the blue circle into two hemispheres; in the upper hemisphere below each arm of the Cross of the Trinity, one white star, and in the lower hemisphere two more white stars positioned parallel to and near them, having moreover nine more white stars along the internal border of the lower hemisphere of the blue circle, centered on a star that almost touches the lower point of the Cross of the Trinity; surrounding the sides of the yellow square, a branch of sugar cane (on the left side) and a branch of cotton (on the right side); issuing from the upper part of the yellow square, the Hand of Justice, palm outward, having on the palm the Eye of Providence, and enclosing the Hand of Justice three white stars on each side; above the Hand of Justice a long, wavy white scroll in the longitudinal [sic: lengthwise?] direction, on which is written the word Confederação [Confederation], this scroll being positioned in the upper part of the flag, each end of the ribbon being swallow-tailed.

Sole paragraph. The flag described above will comply with the model in the annex of this Decree.

Art. 3. The Flag-Ensign of the Governor of the State of Ceará will always be flown at the Palácio Iracema when the Chief of the Executive Power is present and will be exhibited on an official vehicle when transporting the Governor.

Sole paragraph. The flag discussed above will be flown:

I - At Secretariats of State and the seats of other organs and entities of the State Public Administration when the Governor visits them;
II - At events and solemnities attended by the Governor.

Art. 4. When flown with other [flags], the Flag-Ensign dealt with by this Decree will be placed to the left of the National Flag.

Art. 5. This Decree enters into force on the date of its publication.

Art. 6. All dispositions to the contrary are revoked.
